Environmental policy is a part of national policy which develops
in the long-term, and in symbiosis with party programmes, Latvia's
response to regional and global developments in the environmental
sector in the European Union and the United Nations European
Economic Commission.
Though the Cabinet of Ministers and their declarations changed
in autumn 1999, the main global goals (active participation in the
UN and UN European Economic Commission) and political activities
in the Baltic region (HELCOM, Baltic Agenda 21) have been stable
in practical projects regarding water management, municipal and
hazardous waste, radiation and nuclear safety, biological
diversity and other sectors.
It must be stressed that the change in the Cabinet of Ministers
did not affect the EU integration process, as rapid harmonization
at horizontal and sectoral levels has been a high priority of all
Cabinets.
