To decrease the emissions of anthropogenic greenhouse gases, actions were made as part of the Convention on Climate Change to increase the efficiency of use of renewable and environmentally friendly energy resources.

The resource structure for energy in 1999 was 67% nonrenewable resources, 23% renewable (wood) resources, and 10% hydroelectrical energy (including import of electrical energy).

Local fuel is used mainly in small boiler houses. It is expected that wood fuel will provide 25-30% of energy production in the future. The main users of wood fuel are homes ~60%, heat production enterprises ~25%, and industry (mostly wood processing enterprises) and other users ~15%.
