In accordance to the Seveso II directive, in 2001 the Cabinet of Ministers accepted the Regulations On Procedures for Industrial Accident Risk Assessment and Risk Reduction Measures. These regulations pertain to enterprises with stored (or which could occur as a result of chemical processes) amounts of hazardous substances which are equal to or surpass the listed levels for groups of substances.

The 2000 Cabinet of Ministers Regulations On Reporting of Hazardous and Polluting Ship Cargo describes the procedure for reporting, and the type of information required, regarding ships entering and leaving Latvian harbours. In 1994, Latvia ratified the 1992 Helsinki Convention On the Protection of the Marine Environment of the Baltic Sea Area. The goal of this convention is mitigation of pollution from all types of sources, including pollution from ships, terrestrial sources, and from the study and use of the sea bed and deeper layers.
