To minimize the impact of waste on the environment, one of the main objectives of the Municipal waste Management Strategy is closure of the existing waste dump sites which do not meet environmental standards, and the establishment of 10-12 municipal sanitary landfill sites. Some of the municipal waste dump sites to be closed are planned to be used as waste collection, sorting and reloading areas.

Projects already are in operation for the development of municipal waste landfill sites in Rīga, North Vidzeme, Liepāja and Ventspils regions, and similar projects are being planned for the Maliena, East Latgale and South Latgale regions. Biogas collection for energy use is planned for the Rīga and Liepāja municipal sanitary landfill sites, which will mitigate the impact of waste storage on climate change.

The number of waste dumpsites decreased by 1/3 already by 1997. In 2000, about 380 municipal waste dumpsites were in operation.

A system for inventory of waste is presently lacking in Latvia. The yearly amount of produced waste is almost 600,000 t, of which about 2/3 is residential waste and 1/3 is produced by institutions and enterprises. About 55% of the total produced waste is centrally collected.

Each resident of Latvia on average produces about 200 kg of waste.
